Mr. Papadopoulos holds a diploma and a PhD in mechanical engineering from the National Technical University of Athens. He has almost 17 years of experience in the energy sector specializing in RES projects including Wind Farms and PV plants. During his involvement he developed both technical and financial qualifications complemented with deep knowledge of regulatory and licensing issues concerning intermittent RES and challenges on the non-recourse financing of RES projects and he was involved in several RES projects in developing countries or in Greece and Cyprus.
In this framework, he has participated in a number of assignments funded either by national / international donors such EC, EIB and EBRD or clients of the private sector providing technical advices in the full cycle of RES projects development ,namely from concept design to construction supervision and commissioning. Currently he is acting as project director in two similar assignments pertinent to the provision of Owner’s Engineering services for the construction supervision of two wind farms (45MW and 15 MW respectively). He was also engaged in the RES Auction design in Moldova in an assignment funded by EBRD providing technical and regulatory assistance to the Ministry of Infrastructure and the Regulatory Authority of the country in their efforts to launch a competitive procurement scheme for RES projects (Wind and PVs). Furthermore, he has been involved in the elaboration of feasibility studies for Wind and PV projects,  carrying out energy resource assessments, preparing preliminary designs, estimating CAPEX-OPEX and calculating the relevant financial figures (NPV, IRR, SPB etc) as per the existing regulatory frameworks.  Moreover, he possesses significant experience in the due diligence of utility scale PV plants and wind farms providing technical advise to IFIs, commercial banks and private clients concerning the design, permitting procedures, CAPEX, OPEX, business models and EPC-O&M contracts. In this context, he has acted as senior Wind Expert in the technical due dilligence of a 43MW Wind Farm funded by EBRD as well as Team Leader in the technical evaluation of 47MW PV Parks’ portfolio. Thus Mr. Papadopoulos has gained an overall aspect on the challenges regarding the development of Wind Farms or a PV Parks installation acting either as Lender’s Technical Advisor or as Owner’s Engineer.
Based on his solid experience in the technoeconomic issues of RES and their relevant challenges has the ability to provide technical assistance to governments regarding the policy design aiming at deploying Wind and PV in countries’ energy mix. In this framework participated in the policy design regarding Wind and PVs and he has drafted short/long term RES&EE measures for the elaboration of the National Determined Contributions Roadmap and the relevant Sustainable Energy Implementation Plan 2021/2030 for Trinidad and Tobago.
Last but not least Mr. Papadopoulos is Board Member of the European NGO EKOenergy that aims in the deployment of RES and the launch of a RES Energy certification label and in this context he evaluated  proposals regarding the financing of RES community investments in countries of Africa and Asia (mini grids, mini hydro, and PVs or Hydro combined with water pumping stations).
